02Vision

Economic and business growth through sustainable development and innovation.

03Mission

To develop new industrial zones and facilitate existing zones to strengthen the industrial base in the province of Sindh.

04How SEZMC works

Under the SEZ Act 2012 a zone can be developed by the public sector, by the private sector, or in public–private partnership. SEZMC is the Government of Sindh’s company for that work. Choose a partner to see the relationship.

01 / 04

Government of Sindh

Establishes SEZMC and decides its projects

SEZMC was established by the Government of Sindh. Provincial schemes and Cabinet decisions shape its portfolio: Khairpur SEZ was built through the Annual Development Programme and placed with SEZMC by Sindh Cabinet decision in July 2022.

What SEZMC does

Develops and administers zones on the province’s behalf, from identified land to an operating estate.

02 / 04

Developers

Partners who build and run zones

Dhabeji SEZ is being developed as a public–private partnership, and a developer is in place for MCK Industrial Park, where the concession was signed in November 2024.

What SEZMC does

Solicits developers and enterprises under the public–private partnership framework and signs the concession agreements.

03 / 04

Investors and enterprises

Those who build factories in the zones

Enterprises in a special economic zone receive the SEZ incentives, listed for Dhabeji SEZ as exemption from customs duties and taxes on imported capital goods and a ten-year income-tax exemption.

What SEZMC does

Acts as a one-stop shop: plot applications, drawing approvals, utility NOCs, transfers and the other services listed under Functions & services.

04 / 04

Utilities and infrastructure

Power, gas, water and roads

Under the SEZ framework, gas and electricity are made available by the federal government and water by the provincial government at the doorstep of the zone.

What SEZMC does

Plans the enabling works with the utilities, such as the dedicated grid, gas supply, water line and access road listed for Dhabeji SEZ.

05Mandate in practice

SEZMC’s mission names two tasks. Every project in its portfolio sits under one of them.

01

Develop new industrial zones

Identify land, prepare master plans and feasibility, bring in developers under public–private partnership, and plan power, gas, water and road access.

02

Facilitate existing zones

Administer operating zones: estate management, utilities and security, and the plot and approval services enterprises need.

06Culture

Core values

01 Social responsibility

We are committed to making a positive impact on the community through our Corporate Social Responsibility Program. In this, we work hand in hand with community service organizations and charitable institutions. Our social consciousness strategy also includes an active obligation to preserve and protect the natural environment.

02 Employee development

Employees are our primary assets and we have a proactive approach to the development and retention of talented individuals through awareness leaflets and campaigns, comprehensive training programs, effective reward systems based on performance, focused educational initiatives and succession planning.

03 Innovation commitment

Innovation is a core value in our operation, and each stakeholder is encouraged to think as well as act creatively in order to achieve business excellence. This allows us to grow and evolve through positive change, and to remain competitive.

04 Emotional intelligence

SEZMC believes that its managers require a high rate of emotional intelligence. We encourage the leadership within the organization to recognize one’s own and others’ emotions, to differentiate between different feelings and label them appropriately, and to use emotional information to guide thinking and behavior. This builds stronger relationships between managers and employees and raises the bar in customer service.
